The Surakarta City Education Office has an important responsibility in handling the issue of out-of-school children (ATS). However, the data collection and reporting processes are still carried out manually, which leads to several issues, including data entry inaccuracies, processing delays, and less effective monitoring and decision-making. This study focuses on developing a web-based monitoring information system for out-of-school children to support more optimal data management. The system was developed using the waterfall method, which includes requirements analysis, UML-based system design, implementation using Laravel with PHP and MySQL, system testing through Black Box Testing, and system maintenance. The results indicate that the developed system is able to integrate data management and reporting into a structured workflow. Furthermore, all system features operate properly and meet user requirements.
