Abstract

Statistical consulting services at the Central Statistics Agency (BPS) of Bangka Belitung Islands Province still face efficiency challenges due to manual processes, making it difficult for users and consultants to interact. This study aims to design and develop a web-based digital consulting system to improve service effectiveness, as well as evaluate the functionality of AI chatbot features and accessibility for users with visual impairments. The development method used is the prototype method, with requirements gathered through interviews and observations. System testing was conducted using Black Box Testing for functionality and User Acceptance Testing (UAT) for user validation. The result of this research is a functional digital consultation system, where Black Box testing results show that all features are functioning properly. UAT results indicate that the system is highly accepted by users, with average scores for system functionality (77.7%), system performance (80.7%), user interface experience (82.9%), and efficiency (82.75%). Additionally, the accessibility feature for visual impairments was also rated as highly effective with a score of 82.76%. Thus, the developed system has proven to be feasible and effective for implementation as a solution to simplify and optimize consultation services at the BPS of the Bangka Belitung Islands Province.
