ANALISIS SISTEMATIS FENOMENA KEHENINGAN GURU DALAM MANAJEMEN SEKOLAH

Fenomena keheningan guru dalam forum pengambilan keputusan partisipatif menghadirkan paradoks dalam manajemen sekolah, di mana rendahnya partisipasi verbal guru sering kali tetap diikuti oleh capaian administratif dan akademik yang dinilai memuaskan. Penelitian ini bertujuan untuk menganalisis secara sistematis bentuk-bentuk keheningan guru, faktor-faktor yang melatarbelakanginya, serta dampaknya terhadap pemberdayaan guru, kualitas keputusan, dan efektivitas sekolah dalam perspektif keberlanjutan. Penelitian menggunakan pendekatan Systematic Literature Review (SLR) dengan protokol PRISMA. Data dikumpulkan melalui mesin pencari berbasis AI yang mengintegrasikan basis data Web of Science, Scopus, dan Semantic Scholar terhadap publikasi periode 2015–2025. Dari 3.105 artikel teridentifikasi, dilakukan penyaringan berlapis hingga diperoleh 20 artikel yang relevan dan berkualitas tinggi untuk dianalisis secara tematik. Hasil penelitian menunjukkan bahwa keheningan guru merupakan fenomena multidimensional yang mencakup lima tipologi utama, yaitu acquiescent silence, defensive silence, prosocial silence, strategic-political silence, dan structural-silenced silence. Keheningan terbukti mampu menciptakan efisiensi dan stabilitas organisasi dalam jangka pendek, namun secara kumulatif melemahkan pemberdayaan guru, mengurangi kualitas keputusan, menghambat pembelajaran organisasi, serta membatasi kapasitas inovasi sekolah dalam jangka panjang. Temuan ini menegaskan bahwa keberhasilan administratif tidak selalu mencerminkan kesehatan organisasi pendidikan. Penelitian ini berkontribusi pada penguatan kerangka teoretis manajemen pendidikan dan menegaskan pentingnya tata kelola sekolah yang inklusif sebagai prasyarat pencapaian SDG 4 tentang pendidikan berkualitas dan SDG 8 tentang pekerjaan yang layak dan berkelanjutan.
