Abstract

Besole Village, Besuki District, Tulungagung Regency, is a coastal settlement exposed to multiple hazards, including tsunami, tidal flooding, and extreme weather, while dedicated facilities for disaster education, mitigation, simulation, and evacuation remain limited. This condition indicates the need for an integrated architectural facility that can support both preparedness during normal conditions and emergency response during disasters. This study aims to develop an adaptive, multifunctional, and resilient Disaster Education Center for the communities of Sidem, Popoh, and Gerbo. The design employs the Glass Box method through field observation, documentation, literature review, precedent studies, and site, user, spatial, structural, and utility analyses. The state of the art is positioned at the intersection of Community-Based Disaster Risk Reduction (CBDRR) and Resilience Architecture, particularly the principles of robustness, redundancy, resourcefulness, and rapidity. Unlike previous studies that predominantly address disaster management, education, or resilience separately, this study integrates daily educational functions with emergency coordination and vertical evacuation within a single facility. The resulting SIPOGER design incorporates educational galleries, interactive simulation spaces, information and coordination facilities, mitigation functions, and emergency response areas. The Journey of Resilience concept is manifested through a pentagonal mass configuration, radial circulation, adaptable spaces, redundant utility systems, and elevated evacuation areas. The three-level building is complemented by two viewing decks totaling approximately 1,040 m² as additional evacuation areas. The study concludes that the integration of CBDRR and Resilience Architecture within a multi-hazard design framework can provide an architectural strategy for strengthening community preparedness and supporting resilient disaster management in coastal settlements.
