Abstract

Tempat Pelelangan Ikan (TPI) Kalibaru serves as a key economic hub for the coastal communities of North Jakarta. However, the existing condition of the market reveals several critical issues, particularly regarding spatial limitations and the lack of an organized circulation system among users such as fishermen, vendors, buyers, and distribution vehicles. These problems have led to inefficient trade activities, discomfort, and frequent spatial conflicts, highlighting the need for comprehensive spatial reorganization. Unlike prior studies that primarily focus on generic market revitalization, this research addresses the specific gap of integrating behavioral mapping with spatial configuration analysis in high-density coastal fish markets, offering a tailored approach to resolve circulation conflicts and optimize functional zoning. This study aims to analyze the spatial needs and circulation patterns at TPI Kalibaru to support improvements in trade quality and space effectiveness. The findings indicate that the absence of clear zoning and directed circulation routes causes overlapping activities, which reduce overall spatial efficiency. Moreover, several essential facilities, such as cold storage areas, auction halls, and drainage systems, remain inadequate. Therefore, this study recommends a spatial reconfiguration based on user functions and activities, the implementation of a one-way circulation system, and the provision of more hygienic and efficient supporting facilities to enable the revitalization of a more functional and sustainable fish market.
