The performance of educational staff is a crucial factor in supporting the effectiveness of distance higher education institutions, which demand high autonomy and digital competence. This study aims to analyze the direct effects of work climate and competence on employee performance and to examine the mediating role of work motivation from the perspective of Self-Determination Theory (SDT). The research was conducted at the Universitas Terbuka of Indonesia using a quantitative approach with a causal-explanatory design involving 222 educational staff members. Data analysis was performed using Structural Equation Modeling-Partial Least Squares (SEM-PLS). The results reveal that work climate does not have a significant direct effect on performance, but it positively and significantly influences work motivation. Competence has a positive and significant impact on both performance and work motivation. Furthermore, work motivation positively affects performance. The mediation analysis demonstrates that work motivation fully mediates the relationship between work climate and performance, while it partially mediates the relationship between competence and performance. The novelty of this study highlights that contextual factors (work climate) and individual resources (competencies) operate through distinct motivational pathways to enhance employee performance in a technology-mediated higher education environment.
